Yes, Tufted Puffins nest on the Farallon Islands -- I think it's their southernmost breeding site. If you'd like to learn more about them, you can read this Point Blue blog post:
Unfortunately, puffins don't usually come close enough to shore to see them from a beach or a bluff. A boat trip to the Farallon Islands is one of the easiest ways to see a puffin in this area. If you're interested in taking a boat trip, check out trips run by the Oceanic Society or Alvaro's Adventures:
